No Fixed Abode if there is no cycle path then use the road. but if there is one then use it.
Gets right up my goat, when I see cyclists down portman road clogging up all the traffic, when there is a perfectly good cycle path. Same with Oxford Road, A33 etc.

Those that insist on overtaking, undertaking and running red lights, should be forced to install indicators, complusory front and rear lights, a spastic high vis and flashing light on the rear of their back, miners lamp, cycle clips and ride a mongo fold down bike.
