If it was an all seater with the fencing, and poor crowd managment then it would still happen. The fact is with modern day entry into these grounds now and no "caging" of fans it just wouldn't happen again even with an old skooool terrace.

It's no longer considered to be a safety issue - it's now a "control" issue. There is a perception that needs to be overcome that the only people who want to stand are hooligans, and so they can't be allowed to because it'll take us straight back to the 80s.
to be honest, that was why it was banned. It wasn't that it was unsafe. The government wanted a solution that would increase safety AND limit hooliganism. As a result they chose all-seaters over the government's preferred option of compulsory ID cards for all fans.
It was thought ID cards could lead to trouble with fans not being able to get in, and congestion building up in the area.
Strange now then that so many fans now use an ID card to buy tickets and get in with (almost) no problems at all.
The odd thing was, at the time, fans seemed more opposed to ID cards than to going all-seater.
